RHSI is a full service engineering and project management firm with offices in San Antonio, Corpus Christi and Addison, Texas. The company prides itself on providing clients with exceptional Program Management, Construction Management, Construction Inspection and Estimating services. Our seasoned team members tailor their techniques based on individual client needs and we target our efforts to create a streamlined path towards savings, efficiency and positive community involvement.

RHSI principal partners met in 2003 while filling Program and Construction Management staff augmentation positions for the City of Corpus Christi managing capital improvement programs and bond initiatives. Together they quickly realized the positive impact they had providing comprehensive services for this municipality and saw an opportunity to provide the same services to other clients and agencies as one of the most proficient engineering companies in Texas. RHSI President Jerry Shoemaker P.E. and Vice President Kent Power P.E. expanded the firm in 2007 with the following goal in mind: Support clients in all phases of project delivery from initial project needs assessment through design, construction and warranty.

JERRY J. SHOEMAKER, P.E.

President & CEO

Mr. Shoemaker brings a distinguished military career of 23 years with US Navy as Civil Engineer Corp Officer and 10 years of proven success in the public / private sector in engineering and construction  totaling over $1 Billion in design and construction. He is a recognized leader in Public Works for Engineering, Contracting and Strategic Lifecycle Planning with published articles in the ASCE Magazine and speaker at multiple conferences including the ASCE Annual Texas Conferences and Institute of Supply Management (ISM) Annual Southwest Supply Management Conference. Member of Engineering Advisor Committee Frank H. Dotterweich College of Engineering for the Texas A&M University-Kingsville.

KENT POWER, P.E.

Vice President

Kent Power, P.E., is a seasoned senior program and construction management professional and former owner of a general contracting company that specialized in public works and infrastructure projects. With over 30 years of proven leadership and construction experience, his areas of expertise include managing million dollar Capital Improvement Programs, consultant and construction management, providing budget information during scope development and then reviewing design documents for in-depth construction estimates. Through his hands-on experience, Mr. Power is well-versed in managing large programs and coordinating the efforts of numerous consulting agencies. He also has experience providing contract negotiation, A-E procurement and coordination of design deliverables, design oversight, constructability reviews and initial construction schedule analysis with periodic review of schedule updates.

ROBERT SHACKELFORD

Vice President - Retired 2015

Founder of RHSI (originally named R.H. Shackelford, Inc.), Mr. Shackelford retired as Vice President in 2015. Prior to RHSI, Mr. Shackelford retired after serving 21 years in a distinguished military career in the U.S. Navy Civil Engineer Corps following assignments in Texas, Japan, Florida, Rhode Island and Vietnam. A sample of his assignments includes Director of Public Works, Director of Housing and Chief of Construction and Operations. He has been responsible for the construction management and startup of major programs/projects with vast engineering experience in design, construction, project facilitation, marketing and personnel procurement.

Significant accomplishments include:

Senior Project Manager, working as a sub-consultant to AG|CM. Directed the implementation of large, complex programs and projects. On-sight Construction Manager for the start-up of three major programs totaling $51M; lead the evaluation process for three CM @ Risk Proposals totaling $144M.

City of Corpus Christi
(1994 to 1998) Director of Engineering responsible for directing all engineering services for a City of 265,000 residents. Responsible for all project design, cost control, construction and timely implementation of a 5-year/$400M infrastructure program. Reorganized the Department’s project execution and delivery increasing work-in-place from $1.7M to over $11M per month.

Spohn Healthcare Systems
(1992 to 1994) Construction Manager responsible for all aspects of planning, design, contract bidding/negotiations, construction and start-up of this $53 million, 102-bed, 193,000 SF acute care hospital and associated 153,000 SF MOB on a fast track; project completed on schedule and $250K under budget.

Texas State Aquarium Association
(1988 to 1991) Construction Manager for the design construction and start-up of the $32M Texas State Aquarium complex, completed on schedule and within budget. Transitioned into positions of Deputy and Interim Executive Director.

Memorial Medical Center
(1985 to 1988) Director of Engineering responsible for all O&M, construction, biomedical equipment and security for this 501-bed, regional trauma center. Ensured compliance with JCAHO standards. Successfully directed a $13 million expansion and rehabilitation program without interrupting hospital operations.

King Khaled International Airport @Capital City, Riyadh, Saudi Arabia
(1983 to 1985) Manager, Maintenance and Utilities responsible for directing an annual $54M O&M program with 870 employees at the largest and most complex airport in the Middle East.
